"The plan by Steve Carr and John Meyer for this ten mile stretch of barrier beach and mangrove swamp included hotels, vacation housing, a yacht club and public marina, public parks and beaches, an amusement park, marine gardens, an institutional area, a commercial center, a golf course, and conservation and wildlife refuge areas. The sketch by Jim Sandell shows the proposed public recreation areas on the lagoon, whose construction and maintenance would be subsidized through the sale of some islands and beach frontage for commercial tourism and recreational development."
