Description

Downtown Urban Design Block: "Carr, Lynch Associates was retained to develop urban design guidelines and development strategies for downtown St. Petersburg. Eight separate development districts with their own identities, uses and development strategies were identified, and planning and design guidelines written to guide change in each. A 10-year development program was prepared, emphasizing the expansion of St. Petersburg's lushly planted streets, arcaded sidewalks and beautiful waterfront parks. The recommendations were accepted by the City Council and have been written into the City's zoning."

Core Plan: "As designed by Carr, Lynch Associates, the centerpiece of downtown St. Petersburg would be the new Core Block, a major parcel of new development adjacent to the City's busiest retail store and one block from the waterfront. A market building with outdoor balconies and a central atrium would anchor the retail space, providing a backdrop for entertainment and outdoor restaurants. A key element of the design was a mid-block pedestrian walkway lined by shops. The walkway would be the last link in a five block, continuous retail area connecting downtown with the Pier Park waterfront and entertainment complex."

Pier Park: "Carr, Lynch Associates designed this 26-acre urban park on an existing peninsula and pier in Tampa Bay. Major portions of the publicly owned site were planned to be leased to private interests for development of the $72 million plan. The design integrated 29 project elements, including a marketplace; aquarium; marine park; aviation, historic and children's museums; a 900-car garage; and boat slips. As part of the plan, adjacent sites were recommended for new retail and hotel development to capitalize on the more than five million annual visitors projected for Pier Park. Pier Park was partially implemented, without the planned marketplace and aquarium, but with 28 civic and commercial enterprises, including many that we had proposed."
