"The Massachusetts Port Authority planned to divert an increasing proportion of general aviation and commuter flights from Logan Airport to Hanscom Field. Carr, Lynch Associates prepared a master plan to accommodate these new functions. The proposal included expansion of the terminal area, identified sites for new corporate hangars and fixed-base operators, enlargement of apron areas and new taxiways, a program for improving landscaping, parking, and public spaces, and proposed design guidelines for all new buildings and related site development.

"The Land Use Study, done for the Massachusetts Port Authority in conjunction with four neighboring towns, showed how land could best be used to minimize aircraft noise and potential safety problems in the vicinity of this busy civilian airport. The interdisciplinary team was led by Carr, Lynch Associates, and the study funded by the Federal Aviation Administration. With the final agreement of Massport and the four towns, CLA's recommendations have been used as a basis for review of all development proposals within one mile of the perimeter of the airport."
