“Carr, Lynch, Hack and Sandell was commissioned by the West Central Business District Steering Committee to create a design framework to guide future development of the pedestrian realm in this section of Hartford. The project presented recommendations for building heights and massing, ground floor use and streetscape elements. CLHS's plan defined the emerging character of the area, establishing both its distinct identity and its important linkages to surrounding districts.”
