“Working for a consortium of New York State and City agencies, Carr, Lynch, Hack and Sandell developed a series of design alternatives and financial plans for the Brooklyn Piers 1-5. These piers, which lie just below the Brooklyn Heights, had been under-utilized while the Port Authority and community debated their future. The alternatives sought to balance the community's desire for open space and recreational facilities with the agencies' objectives for financial feasibility from new development. The alternatives developed incorporated marine activities, housing, and commercial uses with a significant system of new park space along the waterfront.
“The Carr, Lynch, Hack and Sandell alternative designs for public parks and other uses in Brooklyn Piers 1-5 stimulated community involvement and action. The basic principle of the Master Plan was to combine parkland with supportive commercial uses. The Brooklyn Park Coalition was able to raise state funds to carry out a final master plan for the Brooklyn Bridge Park, including sufficient commercial uses to enliven the area and support park operations and maintenance.”
