“Devens, MA is a former army base which was undergoing a planned transformation into a new town, directed by Mass Development. Efforts to attract new businesses and residents were underway; however, the emerging town still lacked a "downtown". Carr, Lynch and Sandell was engaged to prepare a Master Plan for the new Devens Business and Community Services Center. The goal was to create a vibrant downtown to serve the local residential and business community and become the focal point of Devens. A parallel economic study suggested the quantity and type of commercial uses supportable in the following 5 years; residential uses were suggested on the upper floors as a necessary component to animate the center. The plan integrated a Town Hall and a hotel into the town center and located townhouses on the lower plateaus of the site.”
