Later revised by I.M. Pei, this plan, prepared for the Boston Redevelopment Authority, set the basic form of Government Center.

"Kevin Lynch and John Meyer were the prinicipal consultants to Adams, Howard and Greeley on the original planning for Boston's Government Center. Later modified in its particulars by I.M. Pei, the plan was an effective guide to fifteen years of public and private development in the area. City Hall Plaza has since become a gathering place for public events and celebrations and the large fountain was a focus for summertime activity."
