“The downtown development plan for Jackson, Tennessee was initiated during a three-day workshop with civic leaders and residents. From ideas generated in this session, Carr, Lynch, Hack and Sandell developed a downtown plan which featured specific development actions to attract people back to the center and to knit together disparate parts of the downtown. Anchored by a new municipal office complex and central courthouse, streetscape improvements would connect a new performing arts center and convention center hotel on the southern edge of the district to a farmers' market on the northwest and a metro transportation center on the east.”
