"Gary Hack, working with Gruen Associates, Inc., headed a multidisciplinary team that prepared a development plan for central Louisville. The plan proposed the creation of a new government center, convention center, the River City Mall, warehouse conservation districts, and a new system of circulation and parking. Most of the recommendations have been implemented, and the City's downtown stands as a model of what can be accomplished with planned action."
